Improve the target responsibility assessment system for fire protection work of governments at all levels, and weave the "four fire prevention and flame retardant networks" for government, department, industry, and grass-roots fire management.

Set up 32 key industry fire protection work conference platforms, and improve the operation system of "industry grasp, grasp industry" for fire safety work.

Establish a life-long responsibility system for fire safety design, construction quality and safety, and fire inspection and acceptance of construction projects, and implement a "blacklist" system for major fire safety violations.

Strengthen the legal supervision of fire-fighting plan review, testing companies and other institutions.


2. Improve the local fire regulations and standard system

Speed up the revision work of two local regulations, "Shanghai Fire Regulations" and "Shanghai Dazzling Bamboo Management Regulations". formulate,

Revise and promulgate fire safety design regulations and fire safety management standards for large-space buildings, exhibition buildings, and fine chemical enterprises.

The "Detailed Implementation Rules for the Administration of Fire-fighting Facilities in Buildings in Shanghai" was issued.


3. Strengthening the construction of "multi-police joint service" and law enforcement standardization

Establish a fire safety supervisor "residence operation" mechanism, strengthen firefighting business training for all police, standardize the basic account and law enforcement file of fire supervision in police stations,

Cultivating firefighting work demonstration sub-county bureaus and police stations. Formulate evaluation standards for 17 types of fire enforcement case files, establish routine inspection and centralized evaluation,

A standardized law enforcement evaluation mechanism combining cross-assessment and collective review, on-site inspection and online random inspection, and standardized various fire law enforcement case file samples and transcript templates.


4. Establish and improve a comprehensive urban emergency rescue system

Implement the comprehensive emergency rescue "3+X" consultation mechanism. Strengthen the construction of emergency rescue professional forces and the joint logistics linkage of various emergency forces,

Strengthen the emergency rescue work of each district (county) government, and formulate and revise relevant emergency plans for the whole city. Strengthen technical and tactical research on dealing with special disasters and accidents,
